GTX 980 ti: underperformance (?°?°)?? ???

Processor: i5 4690k, clocked at 3.5 GHz right now
GPU: read title
8 GB DDR3 ram

Just made my first rig. I bought the GTX 980 ti expecting it to allow me to play everything on ultra, but so far none of the games I've tested are to my expectations.

SC2: 10-15 FPS
BF4: 10-15 FPS
MINECRAFT: 20-30 FPS
DOTA 2: 30-50 FPS

With the exception of DOTA 2 (even that is a little low considering the card), everything is sub par. I installed all the right drivers after I installed Win7. I'm at a loss right now - any suggestions?

ALSO --> I've tried going into Nvidia control panel, and it doesn't seem to be the one that everyone else uses. I can't access adaptive power usage or any features like that, although I have to admit that I have my doubts that that is the real issue.

That's more than likely what it is...it's the slow mode booting switch above that, flip the switch from whatever it's set on your motherboard now and then reboot, hopefully that will fix it...your cpu should run between 3.5 Ghz and 3.9Ghz which would be 3,500Mhz ...huge difference.

EDIT: If you right click that pic and open image in new tab, then zoom it up some, you'll see it's located right next to your usb or sata ports.
Thank you for your responses so far. I'm quite sure I'm running it off the GPU. To be sure, though, how can I X2 check that I'm running it off the GPU?

I thought one way I could tell is that I'm able to use my monitor through the DVI slot on my GTX. Does that not necessarily guarantee that it's what is being used? Please advise >.<
 
Download GPU-Z(http://www.techpowerup.com/gpuz/) latest version from the linked page and run it. Post screenshots here, like on the link(Leave out the validation tab; no use of that).
There's a camera icon on the top right. Clicking that automatically takes a screenshot. You don't have to use Print Screen.

Were you running the render test during this logging? It's accessed using the ? in the middle of the first page.
Alternatively, you could run a benchmark such as Unigine Heaven and compare the scores to other 980Ti owners.
The sensors indicate that there's a bottleneck. See how it's only consuming 27% power?
Also, this should have been indicated, but have you connected both power connectors on the card? Some people think only one of the connectors should be connected to the card, but in reality, both of them should be.
 
You need to take another screenshot of the sensor graph on gpuz right after you run a benchmark or play a game so we can see what it's doing. So turn on gpuz sensor section before benchmark, also run hwinfo, turn on the sensors page and let it run in the background at the same time and post up a screenshot of the CPU section showing cpu clock speed, usage and temps after benchmark or game.

I can see ( at least I think ) that your cpu is getting to 800mhz max and in the neighborhood of only .7v .. looks like that is bottlenecking your card (in my eyes), But I am also still learning as I go
 
It'd be nice to see your system Physically and component wise. This question is too broad to be answered immediately.
Share a screen shot of dxdiag or AID64 if you can. Just don't send us your Windows Key.
 
Ya your CPU isn't ramping up. There is the issue. Go to your control panel and power settings and switch to balanced or performance. I think you are on power saving and that is preventing your CPU from ramping up. Only running at 88mhz is going to bottleneck your system.

Might also explain why your gpu is only hitting 27% of its tdp.
 
It is definitely that..try what getochkn said and in advanced power section in control panel make sure the max processor state is 100% and you could even up the min processor state 100% to test, if that doesn't work then go in the bios and check your power saving features and make sure your multipliers are set correctly, 4690K should be 39,39,38,37...something close to that. 800Mhz is what's doing it.

EDIT: One other guy I helped earlier had similar situation ...this is what he did. I didn't find out where it was in the bios but it was somewhere in there.

Thanks guys, the processor was running only on 8 x 100 MHz damn, there was a "slow mode booting switch" which capped the processor.
 
My power settings in windows were not in power saving mode. The settings were set at high performance. The minimum and maximum processor states are both set at 100%.

I checked in my BIOS and I'm not familiar with changing the multipliers (I don't want to burn out my brand new computer). I took these screenshots, however, and was wondering if somewhere in the pictures are the values I need to change. I was thinking about changing the base clock. I believe it was set at 100 (not pictured) when I last checked. Is that the problem? And will fixing my CPU power definitely fix my GPU problems?

What msi board is that? The switch is actually on the motherboard next to the usb 3.0 if you have it. And yes it will fix the issues with gpu usage and games. It should never be running at full speed 800Mhz.

This is my board: MSI Z97A GAMING 7 LGA 1150 Intel Z97. I didn't realize a board operating at maximum capacity would be greater than 800Mhz. Do you know what a more standard/acceptable reading is?

In the picture in your post, there's a direct power mode option for onboard audio and an option for onboard power. Should I switch to direct?
