GTX 980ti, 1080 ( why's 1080 better ? )

The GTX 980ti have 2816 CUDA, 6GB DDR5.
The GTX 1080 have 2560 CUDA, 8GB DDR5X.

In fact, we can't use all 6GB in game ( i don't say 4k ), and the more CUDA, the more physic in game.

Why's the gtx 1080 better than 980ti ? Why didn't Nvidia give 1080 more CUDA ???

as per the new pascal architecture the requirement viv a vis performance is much less...more punch in less resource...go through this thread for more details or u can google the same...
