Question GTX Titan X power limit / Msi afterburner Temp limit?

I want to power limit my Titan X to like 20% while not playing games, because its always at 50% even when Im doing nothing, and my GPU stays at 65c+. In Msi afterburner, I can set a limit to 60c which kinda helps a bit, but I want it lower. Hower both the Power limit and temperature limit can only be set to 60 at the LOWEST. I dont care about the performance loss, is there anyway I can get a lower power limit or temp limit on my gpu?
 
I've tried that already, and optimal power. doesnt seem to work. In rare cases my power limit will go down to either 11/17% and my temps will be at like 40c while Im just browsing/ watching stuff which I want, but now its just stays over 50% and stays hot. the room my pc is in is not well ventilated, so it heats up the room a lot.
 
Yes every night before bed. I already have malware bytes. So is there a way to unlock msi afterburner's ability to Limit power/ temp below 60%, or possibly a cmd command to limit the power limit of my gpu to 20% ish?
 
No, that option isn't available in Msi Afterburner.
Do you perhaps have Afterburner profile enabled at startup?
Check task manager for anything that may be using your gpu. There has to be SOMETHING putting a load on it, otherwise a gpu like that would be idling around 50C with core clocks of 500-1000mhz.

check task manager for gpu usage? I have windows 7 and ive not heard of something like that
