Games still lagging after making new PC GTX1060 lowest settings

League of Legends - 40fps
CSGO - 30fps
PUBG - 20fps

Cpu: intel i5-4590 @ 3.30 GHZ
Psu: Corsair VS550
Gpu: Geforce GTX 1060 - Driver Version 384.94
Motherboard: Gigabyte H81m-s2h
Ram: 2x4gb HyperX Fury
OS: Windows 10

100% sure monitor is connected to gpu, other than that im not sure

monitor cpu temps and speeds, looks like thermal throttling or your cpu is stuck on low core clocks
