Looking to upgrade to the RTX 2070 but i need to see if it is worth the money. i have looked up you tube videos of comparisons and i cant justify spending the extra cash for 15-20 fps improvements am i wrong would like to have opinions about actual owners.

Well as 1070 owner i can say its not enough for me at 1440p 144hz no gsync, but it all depends on what games are you going to play and what do you expect.
Gsync can solve actually tons of your problem, but to be honest i dont know how it looks like at 45-50 fps, and thats (and lower) what you will see pretty often if you wanna play last years releases max/high graphics. So to get a correct answer you should write more about your plans, but for me - 2080/1080ti with gsync (or gsync compatible if itll work good) will be very nice.

I have a GTX 1080 and I can't justify upgrading to the RTX cards just because my cards still give me the FPS that I want for the games that I play. It all comes down to preference, really. Are you satisfied with the performance you're getting with your 1070?

1070 is nice for 1080p 60hz, but for me its not uncompromise because there are lots of drops below 60. So for 1440p 144hz it can run some games even with high setting, but for most of them its trash. But again, i dont have gsync, probably gsync compatible can save us lots of money. So its my opinion. I saw lots of people who talks that 40 fps is playable for single games and all that stuff, so its really comes down to preference. Enjoy your 1080 :)
