ill try to explain this as best i can i have multiple issues regarding video and sound and will list what is happening and what i have tried

issues:
video stutters when multitasking , HDMI audio out of video card will stutter cut out and all videos including you tube, even vlc media player files on computer will run at what seems like reduced speed however if i switch to my usb headset audio video goes back to normal speed sound works however video will still stutter when multitasking and sound will stutter. when using a VOIP client audio works fine on headset for reference

low fps in all games and as low as 4fps when running fire-strike (sound issue will happen in games also works fine USB headset) some games unplayable

setup- i7 6700K - GTX 1080 strix - ASUS MAXIMUS FORMULA VIII - SAMSUNG 850 EVO 25GB - 32GB GSKILL TRIDENTZ - CUSTOM WATERCOOLING LOOP - EVGA NEX750G POWER SUPPLY

STUFF TRIED
display driver uninstaller in safe mode and tried latest and older drivers just in case
had other gtx 980ti same issues
tried multiple pci-e lanes no change
fresh install of windows
re-seated ram , cpu - gpu multiple times
unplugged all power supply cables and resecured
turned off power saver modes in bios and made sure bios was up to date
verified all cpu, gpu, and motherboard temps never go above 60c
check with evga precision ocx and asus gpu tweak II to verify clock speeds and power usage

i dont know what else to do i've looked over forums for answers and cant find

You've done pretty much anyone could do...probably more but in the chaos, you forgot to include the OS off which your system is running on. Please include it. It'd help us if you could include the audio equipment and ofc the headsets you've used on your system. Rolling it back to your OS, have you made sure your installation isn't corrupt with use of malwarebytes and that your installer isn't corrupt either by recreating it? It'd also help if you only worked with uninstalling all your software but leaving drivers intact as anti-viruses have been known to slow systems down to a crawl(for some).

With air cooling have you tried the system breadboarded?

Oh and one more thing, you forgot to include the monitor's make and model.
