Things to check in the bios. Do you have IGD Multi-Monitor Enabled(bios - > Advanced -> VGA Memory-> IGD Multi-Monitor Enabled)? If so the system may want to boot on the onboard video card. If this is the case try to connect the monitor to that port and see if you have video. If you disable this you should only boot off the dedicated card.
Your board has has a CSM mode(Bios -> Boot -> Launch CSM) to support hardware that is not uefi ready(I would guess a 950 would be, but it never hurts to have a look at that area.)
Last would be checking the bios for Secure Boot under Security disable or see if you have a compatibility option for Secure Boot Mode(CSM may have them all).
I am also unaware of Windows 7 even being able to use secure boot so If it is on it is not a feature you would use.
To disable secure boot(if enabled), you will need to use onboard video if the current card is not showing video.
In general a 950 should work on almost any system, but at the end of the day some boards(even more common on boards used in OEM[dell,HP,ect] systems.)
