GTX980 bad default FAN CURVE?

Hi, I have some problems with my graphic card but I talk about those problems in another thread. This is the question, after I installed EVGA Precision X, I noticed that the defaul fan curve was horrible! The card was always at 60° ( 0% fanspeed ) at rest time ( no gaming ) and 70°C while playing with a 900rmp funspeed! I changed the curve to have always 35-40°C with 1000rpm at rest time ( 15% of max speed ). Is this normal? or maybe this is an alarm of my power supply?

PS: voltage and clock is always between 1000mV/MHz || 1250mV/MHz rest || playing
 
Solution
The card is designed to run passive under 60C to be silent.
Once it hits 60 the fans turn on, and give that this is actually quite the nice feature.

The card knows what its going to be doing, you can set your own like you did but all you did is make noise.
As long as you stay under 80C there is no real reason to touch anything.
