Question GTX980Ti low performance/TDP% and core clock fluctuate

Hi everyone, first post here. Hope you can help me find some solution for this problem.
So it has well below average score in 3d mark and furmark. There is also stuttering when playing video.
Its core clock fluctuates and cycles between 600~mhz to1300~mhz during the test, same thing on the TDP%, cycling from 30% to 99%.
One thing I messed up with it was it booted with loose power connectors one time. I did turn it off as soon as I saw artifacts.

You might want to list the specs for your entire build like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

include the age of the PSU and if the card was sourced 2nd hand in which case it might've been used for mining and your overall quality of the GPU has degraded significantly. Furthermore, at this point of time, if the card doesn't exhibit any stuttering while you play your games of choice, I'd say to leave it be.

My PSU is new and I have other GPUs work fine with the rest of the system .
This 980ti is my old card that I planned to use for a spare build. I first noticed the gaming performance dropped a lot so ran these test on it.
CPU: 6700k
Motherboard: asus z170 maximus ranger
Ram: G.SKILL Ripjaws V 16gb
SSD/HDD:
GPU: 980ti gigabyte g1
PSU:850w super flower leadex III
Chassis:
