Guildwars 2 getting 40 max FPS

I would like help in understand why i'm barely hitting 40 fps in guild wars 2, and then when I enter WvW my fps drops to 8. I have the lowest settings enabled, and resolution at 1440x900 32 bit 60 Hz.

My system
Pentium Dual Core Processor CPU E5200 @ 2.50 GHz overclocked to 3.60 GHz
4GB ram
ATI Radeon HD 4800 series

The reason is your CPU cannot handle the load that the game is throwing at it and also because the game hasn't been properly optimized, thus it's very demanding on the CPU side.

Ok so how can i improve this?

well you got two options:
1. wait, and maybe the performance of the game will improve thus lowering the load to a CPU allowing you to run at decent frame rate
2. upgrade to a newer CPU, i3-i5 would do it.
