is this is considered as dead pixels and if it is a dead pixels how do i fix it???

Solution
You can try a pixel-flicker vid. I've never known them to work, but they must exist for a reason.

Otherwise, your options are pretty limited... basically what the fellow above said.

The simplest method is to try massaging the pixels, this can sometimes restore a stuck or dead pixel. That looks more serious though.

Contact NEC, see what they offer. If it is still under warranty, or if you are in a country with buyer's protection, they have to replace it (That can be anything from 30 days up to a year depending on where you are)

Beyond that, start looking for a new monitor.

does the videos on YouTube saying let the colors on the video for 1 hour or so is working and my monitor not on warranty anymore

You can try the video out I suppose. Usually for stuck pixels I imagine, you seem to be missing quite a few in a localized area, usually means some sort of damage.

1080p 22" monitors aren't exactly the most expensive products out there. Even new typically under $100. But if you just need a replacement monitor as a temporary solution, seriously look at thrift shops, your local classifieds (or Craigslist equivalent), etc. I often see older monitors for sale for as little as $25 regularly.
