Question guyysss i really need some help

i got vostro 3590 i think its i5 10th gen 1.6ghz 3 cores. first i install cpu-z which its say my ram 8gb 2400mhz. the uncore frequency is 1800 and the core frequency or using is 662mhz then the really weird thing is that it changes every seconds i think from using of 662mhz to 1200mhz then go back to 662mhz and repeats again. then second thing is the 1t and 2t that you can see in cpu-z every time it changes from 1t it will go 662mhz then 1200mhz will go up to 2t then another thing is its super duper slow. like opening settings without any process take like 30 seconds to load then today it boots so slow like 20 minutes. its a brand new laptop purchased from a retail shop of dell.

they don't make i5 with 3 cores, is it this one? its 4c/8t - https://ark.intel.com/content/www/u...10210u-processor-6m-cache-up-to-4-20-ghz.html

I would get it replaced as brand new laptop shouldn't take 20 minutes to boot.
