So, you guys are supposed to be smart, so can somebody please help me with this.

I plan to purchase a GTX 970, and I was looking at the Gigabyte GV-N970IXOC-4GD. The issue with this is that I have a 450watt power supply, and would prefer to not have to purchase a new power supply.

Now, the GV-N970IXOC-4GD has a power requirement of 400W . Pc part picker says I could drive the it but my basic maths proves that wrong.

As I have very little electronics experience so please prove me wrong.

I can get that card for £218.99 through newegg, so if someone can show me a better Nvidia card for around that price point, bearing in mind im selling my reference 750ti (pcpartpicker doesn't have it so I chose the closest thing possible),then great.

Here is my current build.

Solution
The GTX 970 cannot pull 400W, the most powerful cards are limited to 375W (150W per 8 pin connector, 75W from the PCI lane) and the GTX 970 isn't one of those. You should be able to run the GTX 970 with your current PSU. I would not expect your power draw to exceed 300W except perhaps during stress testing. Even stressing I'd be surprised to see a draw of more than 350W.
