GW2 Amd turbo boost on or off ?

i experience some stuttering in gw2 and i wonder if amd fx 6300 turbo boost is causing it. the cpu cores will jump around 3.5ghz and 3.8ghz all the time during gaming (temps are at 50 c under load ). This kind of stuttering happens on battlefield 3 too

Modern CPUs from AMD and Intel both use a boost feature like this to make better use of the CPU when some cores are not heavily utilized.
This is the way they are meant to work. Disabling the feature will only slow performance.
Are you seeing any of the cores at 100% during your game?
If the CPU is not hitting 100% in at least one core during the slow down, the issue is more likely that your settings are too high for your graphics card.
If the CPU is regularly reaching 100% in one or more cores during the game, you may just need a better CPU.

Don't just look at the total CPU utitlization, you need to look at each core. If any of them are hitting 100%, there could be a thread that is limited by the CPU.
Other than that, try lowering your graphics settings and see if it makes a difference. If it does, it is your graphics card.

There is more to GPU performance than just load. One of the common causes of sudden FPS drops for instance is where the GPU has to load more textures into memory. This can mean the card doesn't have enough VRAM to run at the configured settings.

Do you see the same issues in single player games?
Large multi-player environments in these games are very CPU intensive.
If you have a decent CPU cooler you could try over clocking.
Your internet connection could also be a factor.

CPU benchmarks for GW2 show AMD processors don't cope well:

The benchmark suggests your CPU should be able to manage a minimum frame rate of 34 and an average of 48 at best, but there is no guarantee their benchmark has as much CPU load as a proper online game.
This appears to be one of these games where an Intel Core i3 can beat everything AMD has to offer at stock speeds, and an Intel Core i5 is required for good performance.

I'm not sure how far you can safely over clock your CPU.
You certainly need an after market CPU cooler to attempt this at all.
If you can get to 4.3 GHz, which the over clocking posts for your CPU suggest is reasonable, this should get you to a minimum frame rate of 42 in their benchmark, just better than a core i3 at 3 GHz but still well below a Core i3 4360 at its stock clock rate or 3.7 GHz.

Unfortunately I think if performance in this game is important to you, you will have to look at an upgrade to a core i5.
A good value combination would be say a H97 motherboard and Core i5 4590 CPU.
You can keep your existing RAM if you want, or try to sell the FX-6300 with motherboard and RAM then buy new RAM for the Core i5.

You will find instructional videos on youtube. The settings are in your motherboard bios but some motherboards come with software to assist in Windows. Check your user manual and see what you can learn on the web. If you have specific questions, try posting to the forum.
