GW2 FPS rates

Alrighty, so I've been playing GW2 for a few months now and I love the game. My FPS idles between 45-60 for the most part, but tanks terribly when I'm doing large events such as WvW or the new LA event. I'll post system specs below, but what I'm trying to figure out is if I should upgrade my CPU, GPU, or both to increase my FPS. I haven't OC'd anything because I always have bad luck doing so -.-

AMD FX -4100 Quad Processor (~3.6Ghz)
AMD Radeon HD 6800 series
ASUS M5A78L -M LX Plus AM3 Micro ATX Motherboard
Corsair Vengeance 4GB (2x2GB)
Seagate Barracuda 1TB

mmo are cpu bound. upgrade or oc.

I'd upgrade the gpu the x1xx series just isn't good for gaming the x3xx series is much better. But Intel does seem to do a lot better as gw2 does better on the faster cores.
