Gx620 video card upgrade and pci-e wattage

Here's a good stumper.
I have an old gx620 desktop, not the mini tower, that we use for LAN parties. however, we have decided to upgrade the gpu to play newer games. I upgraded the power supply to a 350 watt psu, but I'm running into a problem. according to most online sources, the pci-e 1.0a standard supplies 75 watts of power. but according to dell, their slot outputs only 25 watts. is this true, even though i upgraded the psu? if it is, what gpu's out there use only 25 watts? also, what cards ae out there that are known to work with this machine? I've heard of ati hd 4650's and geforce 9500's, but can't confirm them.

If you have a slim system, you need a low-profile card. The power supply will not increase the power going to the PCIe slot if the vendor limits it.

That system is a Pentium 4 correct? Try a Radeon 5450, http://www.newegg.com/Product/Product.aspx?Item=N82E16814133356 should work OK with that slot and CPU speed.

It WAS a pentium 4, and it was so slow that i ripped the motherboard out and replaced it with a optiplex 755 motherboard, so now the computer is a core 2 duo.
it now has a core 2 duo 3.0/6/1333 and 8gb of 800 mhz ddr2, running windows 7 64 bit. would the 5570 work? acording to this test, it only draws about 24 watts. also i could get a fanless model from HIS, which would have even lower power draw.

i also have access to a riser card for the system so i can use a full height card for the desktop version ( the really big non tower version)
