Gygabyte Motherboard: Active Partition not found. New pc build

What is the problem with this? I am using a gygabate motherboard, i keep getting this problem when trying to boot my pc. I try to changing bios to boot with USB and CD, but I keep getting this message "Activate partition not found." Is the activate partition something to do with the hard drive?

Update: Yes, this is a new hard drive. I am trying to boot windows 7 using the Installation CD, but it is not being detected. I also tried to use a USB to boot the operating system
 
Yes, it's telling your that no active partition has been found on any storage device. Does your hard drive already have an operating system installed on it or is this a brand new drive you will be installing to. Are you trying to install the system now, is that what you're running into problems with? I don't understand why you would be trying to boot from USB on a new build unless you are trying to run specific software off the usb or dvd drive.

What is your hardware description. Motherboard model, CPU, Storage drives, etc.?
