Question Gigabyte motherboards shows error: 15 and then C5 on start[new system]

The parts picker said nothing wrong, but when I attempted to start the motherboard showed a red LED light and upon power on it displayed a 15 error code followed by an C5 after few seconds the components were installed as told on partspicker but the new system fails to start, what's wrong?
 
Error 15 simply means the memory was not there.

Is your RAM place in Slot 2 on motherboard?

Gigabyte X870E motherboard, error code C5 typically indicates a problem with the CPU itself, most likely related to improper installation or a faulty CPU, meaning it might not be properly seated in the socket or could be damaged

Have you checked that you have correctly seated the CPU and no damaged pins?

Using the info mentioned in page 19 on your motherboard manual, what does it show corresponding to the LED(CPU/DRAM/VGA/BOOT)?

If it's DRAM, what slot is the single stick of ram populating on the motherboard? That memory is meant for Intel platforms. You should've looked into a dual channel ram kit that has AMD's E.X.P.O advertised on it + you should be looking at DDR5-6000MHz rams to get the most out of your Ryzen platform.
