H80i Cooler can't change anything. CPU at 95 + C!

Recently i pulled apart my PC, and then put it back together and now it seems my pumps not running like it should.

Corsair link shows me, at CPU temp 93 C, The H80i RPM is between 259 and 265..
I cant figure out how to force the RPM to be around the max point ether

Upon trying to set the "LED" That does not display on the unit ether, but can be set.

USB connector is plugged in to main CPU cooler block, as well as fans plugged in to the cooler block. With the power connector connected aswell.

Specs:
New GTX 780TI
i72600k
8gb Ram
VS 1250 W PSU Corsair
Ga-d3h-Z77x MOBO
 
Update/
Plugged one Radiator fan into SYS_FAN2
And is now running at MAX RPM, no difference in cooling.
the fan on other side of radiator is just plugged into the cooling block, not sure what rpm it is at since corsair link doesnt detect it.

Couldn't find another SYS_FAN plug on mobo.

 
I've taken off the h80i and just have the CPU exposed now.
Speedfan is giving me a reading of
Core0 : 75c
Core 1: 76c
Aswell as Temp 3: 66c

I have an aircon blowing 16c air right onto the top of the CPU.
EDit:
After 5 min of doing nothing on the pc, temps lowered to 50 with aircon on.

So that leads me to believe pump fail or Thermal paste. That does not explain why the H80i's RPM is only 260 when it should be around 2000 or something when the CPU is that hot?
