Hi everyone,
specs: gtx 960,630 watt thermaltake se series psu, 8gb RAM, i5 4440, H81m-c MOBA
So I want to overclock my gpu or CPU.Does my MOBA or PSU handle it?

The 4330 is actually an I3 CPU, which is not overclockable.
There are mobile versions of the 4330 in an I5 flavor....Both the 4330M and 4330 U are mobile variants of that CPU, but I would be hesitant to overclock a mobile CPU without a lot of modding to handle heat.

That CPU is also locked. To overclock, you would need the 4440K model.
As for the 960, it is actually a very good overclocker. I recommend getting a utility like HWMonitor or similar to monitor the temps while you adjust settings to keep from frying your card.

It's got enough wattage but that isn't the problem.
To stable overclock, you should have a high quality PSU capable of a stable output. The thermaltake has the potential to spike occasionally which may ultimately damage the board and/or cpu if you are aggressively oc'ing.
