[H81M-P33] System power cannot be toggled by front panel buttons.

I am in the middle of a new build, and whenever I connect my PSU to power, everything turns on. The case fans, motherboard fans, everything.

My motherboard is the MSI H81-P33
Power Supply is Corsair TX650M

That wouldn't be a problem if the front panel connectors did anything. Neither the reset switch or the power button do anything.

I'm thinking that it may be the motherboard and I may need to RMA it..
 
Solution
I would pull the board out of the case and build it on a sheet of non-conductive material on your desk (like cardboard) to eliminate shorts from the case, if it still persists RMA the board.
It sounds like there is a short in the front panel power button or its wires to the motherboard. Disconnect the power switch wires from the motherboard and see if it still powers up. If not, they momentarily short the two power pins on the motherboard with a metal object (like a screwdriver tip) and it should start. If that works then you need to rewire your case power switch.
 


I disconnected ALL of the front panel switches (USB, audio, and power/reset) and it sitll started the fans.

This is my second build, and I know that this isn't supposed to happen.

I have the CPU power in, the 20+4 pin power cable, RAM, and CPU
