Hacking windows for free and its availability for $20

As any normal user can hack windows 10 easily with a usb drive, creating an installaton media and a burner software. Why does microsoft originally permit users to do something like that offering windows for free as an ISO disk image file?, And is that true windows 10 home and pro became available for $20 or other prices in that range, how, what's the reason and isn't it supposed to buy windows maintaining the official prices from microsoft?

Also I would strongly suggest not using the h-word when asking about software around here or anywhere else for that matter. That can easily be picked up in a Google search and may be construed the wrong way (read: you may be investigated by authorities as a security threat). Just some friendly advice.

You're talking about several different things.

1. The install ISO or USB or DVD.
That is freely available. There is no "hack" needed.

Has been this way for several Windows versions.

2. The License.
That is what costs money.

3. Your "$20" things....either a scam of the install you can get for free direct from Microsoft, or a invalid license from a grey market reseller. Likely to end up as a waste of $20, and time trying to "fix it".
And often supporting criminals.
