HAF XB EVO CPU cooler? (height issue)

So I'm reading on XB EVO specs that it supports a CPU cooler height: 180mm / 7.1inch. but saw another post saying only 155 with the 200mm fan. So my questions is which is it? and then what air coolers would work for a socket 1150 (4790k) while allowing a 200mm top fan? $30-80 budget on cooler max

The side fan is 25 mm thick; hence the difference. This 25 mm must be subtracted from the total clearance, which gives 155 mm.
