Hair on CPU socket pins?

Solution

I agree with this advice, with reservations.

If the system does not show abnormal behavior, it may not be a problem. Read below and OP states that he can't be sure that there's even any hair in there.

Symptoms of a bad CPU install:
1) Motherboard does not POST or does not boot normally.
2) The system crashes, freezes or powers down unexpectedly.
3) The CPU fan screams to full speed even if the CPU is not overheating.

You should remove it first, then use your system.
I remember when I had i5 4460 I had something like a dust particle looks like a hair was there and I removed and started my system.
Why you want to take some risk? Just removed it with the help of tweezer.

i7-4790 Cpu temp seems to increase from 28 to around 45°C even when monitored ONLY in BIOS and fan speed also keeps increasing to 1397 rpmand fluctuates +- 100.

Totally normal.
When in BIOS the cpu is running full speed, even though it is not doing much.
Speed step or EIST does not activate until you are loaded into windows.
