Hmm well yes and no
You need to have internet access in order to create a steam account and
validate game files
After this process in theory you should be able to play HL2 SP
campaigns in offlline mode

Yes, but only after you have installed and updated the game while
connected to the net.

So, let me get this straight. You can play on two different computers at
the same time as long as one is "offline"?
