Question Half of Motherboard working?

I'm just trying to cover all grounds. My power recently went out and back on. I'm currently receiving half of it compared to the other areas of the house. With that being said, I'm not sure if it's the fact that the power shortage is the problem or it's the motherboard or power supply.

I have 4 fans installed in my system, and only 2 of them are working. The graphics card is working as well, but when I'm getting no display on my monitor.

I checked the QCode and it says 00. So, I went to the manual and it say 'Not Used'.

Is it my power shortage, PSU or Motherboard? Your assistance, or knowledge would be greatly appreciated.

what do you mean you are only getting half of it? half of what?need a little clarification.

My apologies, when I say half of, I mean half of the power in my house. There are people outside working on repairs now. But I still would like to know if it's something else that's causing problems with my PC
