I have 32 gb of ram but only 15.9 is usable the rest is hardware reserved. It says on task manage and resource monitor. I have 4 sticks, if I take out 2 sticks I only get 8 gb its like my memory is cut in half. I have asrock b450 pro4 with r5 2600 and rtx 2060 super and my ram is Corsair vengeance lpx 16 gb ddr4 3000mhz but I have 2 sets of it to equal 32gb

This usually happens for APUs where some memory gets reserved for the graphics in the cpu.

I found this reddit, you might wanna give it a try:

Open up the Start Menu and type "msconfig" then hit enter.
Go to the Boot tab
Click on Advanced Options
Uncheck "Maximum memory"
Ok, Apply, Ok, reboot.

I have already tried that and had no luck

okay all of my ram is in use and I can use all the ram with just 1 stick
This makes me think it is some weird windows or possible issue. This is another possible fix i found on a windows forum, worth giving a try:

use windows search and type cmd.
right click and open as administrator.
type sfc /scannow this will fix the problem temporarily since this problem seems to be in windows services itself.

Windows Resource Protection found corrupt files and successfully repaired them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

I got this
