Half RAM usage. Need some help!!

While i was playing some games ,i had some fps issues all of a sudden

On Control Panel > System and Security > System
It shows Installed memory Ram 8.00 (3.90 GB usable)
In bios it shows me both of my rams btw.
And last but not least
On Task Manager > Performance Says:

Memory 3.1/3.9 GB (79%)

In use 3.0 GB Available 915MB

Committed 5.9/8.2 GB Cached 796 MB

Paged pool 198 MB Non-paged pool 79.9 MB (I don't think those 2 means nothing at all)

Speed: 1600MHz
Slots used: 2 of 4
Form factor: DIMM
Hardware reserved 4.1 GB

That's what task manager shows , if its not understandable i l upload it too.


CPU Heat 35.C ~ 55.C
GPU Heat 40.C to 45.C ~ 52.C

PC Specs:
Nvidia GTX770
Kingston Xyper Genesis 8GB 1600 MHz (x2 4GB Sticks)
Motherboard: Sabertooth 990fx r2.0
CPU: AMD FX-8320 3.5GH
Running Windows 8.1 pro (not Og)

I have read a lot of threads/post even on this forum and i haven't found a solution yet.
I tried the msconfig thing with the command that puts rams stuff on default
and the other 'solution' System Configuration > Boot > Advanced Options etc.etc.
I hope we find a solution thanks in advance!!!

So i read a post one of those 'solutions' that was talking about re-pasting the cpu, didn't work at all.
Anyway On Bios> North bridge
it shows dimm0 : No present
dimm1 : Size=4096 MB, Speed 1600 MHz
dimm2 : No present
dimm3 : Size=4096 MB, Speed 1600 MHz

and on Asus SPEED Information shows both RAM with the exactly same stats.
Then i went to put the ram's timing back to default and i find out that on Ai tweaker\DRAM Timing Control everything was on Auto.
And last but not least i found out that on BIOS>MAIN> it shows some info about the date time the cpu etc.etc. and it shows that the Total Memory is 4080 DDR3 1600 MHz.

when ram acts as hardware reserved (whole stick) then its not powered up, bios/some apss can still see it as pc can still read spd chip on it

when your pc starts up it tryes to startup your ram, if it fails it locks it (hardware reserved) so the system wont have access to it (as it failed to boot up)
possible reasons:
ram stick is faulty
ram stick is not sitting properly
some unknown object/dirt on your ram pins or mobo slot
cpu pins may be bent

also make sure that u try to startup your PC with only 1 stick of ram, f it works, unplug it and go with other stick
if one of them fail to startup your pc, make sure contacts are clean, u pushed if hard enough to sit properly in slot
if nothing works out, RMA your faulty stick

so i tried the 1 ram stick thing
and it did open both times with each ram stick
Cpu pins are fine i checked it yesterday cuz i changed the grey glue
Is there any chance that all of this is happens because of bad windows?(I mean fail/buggy/ whatever version i downloaded?)
the ram sticks are sitting tight
my computer is pretty cleaned up
what else?

The benefit of testing with MEMTEST86 is that it boots standalone (without Windows). If MEMTEST86 tests all your RAM successfully for 4 - 6 hours, then your hardware is good.

So, i did run it for about 8 hours . Everything great no errors , no nothing
I'l do a format, and i l put w10
Btw. the window's version i have , has brought a lot of problems i m sure they are buggy
When i'm done with the format i'l reply with the results.

different slots of course .i tried the 1,3 and 2 4 .
I did the format still the same and i m sure that this windows are way better than the other but this the same usable ram as before
So, the problem still exist what should i try next?

if it is a bent pin how should i get into it and fix without ruin everything?
Last time i checked it it was pretty good maybe a liiiiiiiiiiiiiiiiiiiiiiiiiiiitle bit a pin was bended but if it was, the pc should work right?. Shouldnt even open
