Question Half Screen Visual Bug

Hey yall,

I upgraded an older PC with new power, graphics card, monitor, and kb/m. Since then, a lot of the time when I turn on the screen, the left half with be pixelated and discolored. Resetting the screen a few times makes it go away.
Ik for a fact the issue is not the cable of the monitor as other devices are fine on the monitor, and other ports have the same issue.

Could this be a motherboard or CPU issue? Has anyone else had this issue?
Any fixes? What hardware might need to be replaced?

Can you list all the parts in your PC? Which parts are old and which are new.
