Question Hand me down computer parts, Fans spin, no debug led light, no signal

Mobo: MSI B450M Gaming Plus
Ram:Hyper X 3200 2x8gb
Gpus: onboard graphics unknown, known working gt 1030, know working rx 480
PSU: Thermaltake Smart 500W 80+

Hello, I had a ryzen 2200g that I used for a bit with my pc, but I upgraded and wanted to give it to my brother. We bought a new mobo, psu, and ram, and then planned on using his my rx 480, and he had a gt 1030 in his build. I breadboarded the pc, only using the cpu mobo ram and psu at first, and then when I tried turning it on, I got no signal. I thought this might happen as I had troubles getting the on board graphics to work in the past, so I grabbed my rx 460 and that spun up and didn't work either. So, as a last resort, we tried the gt 1030 and that didn't work either. I already tried reseating ram and clearing the bios multiple times to no avail. I'm at a loss, it could be the cpu since I haven't used it in forever, maybe it's the onboard graphics causing problems, maybe it's the ram or mobo but those are knew, but I doubt it's that psu as the system does turn on and fans spin, but I get no debug leds on mobo or anything else. All help is appreciated!
