Hanging on desktop at start up

Lately I've had a weird issue with my pc. Everytime I turn it on, it more or less hangs at the desktop. I can't launch Internet explorer, asus ai tweaker doesn't start up right away, hwinfo doesn't start up, and the Internet connection icon in the task bar just shows the circle on it. This all lasts about 30-40 seconds after I Start up my pc. I've tried chkdsk /f /r, I've ran cc cleaner, and malware bytes, I've also gone through my start up menu to make sure only items I've enabled are on there. I'm running windows 7 64bit on a 240gb ssd. I've booted into safe mode with networking enabled and that seemed to be fine leading me to believe this is a software issue. Any ideas as to what could be causing this? The only thing I've installed lately was final fantasy 14 and that's on another drive. Any help would be great thanks!

It could also hang if there is dust inside the pc causing it to heat up you can blow it out via compressed air can

Temps are not an issue as im always monitoring them and I keep my pc clean. It seems like explorer.exe is crashing? I've gotten explorer.exe has stopped responding a few times? Any ideas for a fix ?
