Hangs on Welcome Screen for 30+ seconds

My boot into windows 7 has always been great, sub 20 seconds from hitting the power button with my 960 Evo M.2, but recently it has been hanging on the Welcome loading screen for more than 30 seconds. This is a consistent thing now, I downloaded a program to look at the amount of time everything in boot was adding, but nothing there is more than 0.3 seconds. Here is my build: https://pcpartpicker.com/list/TsnNQZ I looked at a few other posts where people solved by enabling AHCI in bios and windows 7, but mine is already enabled. Well your system is officially not supported by windows 7 so that might be an issue. Driver support is another issue.
Did you recently install anything?
