Hard disk don't show in device and printer

I brought an wd ultra passport, but it is not recognize in my PC using 2.0 port.
I already update my drive.
Not showing in disk management as well as in device and printer

Have you tried it on another computer? Does the light come on on the drive showing its on? Its not uncommon for those things to ship DOA.
