hard disk performance

hard disk health is 100 percent but performance is 80 ?
what should i do?

yes i experienced problems many times like system waiting,e.g some of my applications are not responding many times, my chrome browser also not respond. and sometimes i faced problems with windows diagonosting when i restart my laptop or start from shut down,it takes many times for repair,actually i buy this hard 10 days ago. so tell me please this is a hard problem or my system problem?
