Lets say you have 2 operating systems each on their own partition on the same drive. If you are in one OS, can an outside party access the information on the OS on the other partition through the OS you are currently using? Just curious.

Yes the could. You could remote the drive letter from the partition and unless they know what to do they can't see it lol
