hard drive can not initialized

i am having a problem with my internal hard drive
i have a hard drive of my previous laptop and it is encrypted by a password
for that hard drive i buy an external case to run it on my new laptop but the hard drive is not showing in my computer
also when i search it on computer management it says that its unallocated and can be initialized
i have a screen shot of that

I'm sorry I couldn't understand can it be initialized or not, because in the title you say it cannot be, but in the post you say it can be. So which is it?
When you right-click on the disk what options are you given?
If you have data on it, I'd suggest to run diagnostics on the drive and see what the SMART status has to say about the HDD's health. You should be able to find such a utility on your HDD manufacturer's website. If you don't have any important files on it, I'd suggest to attempt to initialize it first, and then partition & format it. Here are a couple of tutorials that might help you:
