Hard drive capped at 10Mb/s

My computer is running really slow. Its takes ages for anything to open, I can't play any games because it freezes every second. I noticed my HDD light is constantly on. So I thought it had something to do with my hard drive. I looked at the resource manager and noticed it never goes above 10mb/s. Anyway to fix it?
Pc specs
OS - Windows 7 64 Bit
CPU - Intel Core I5 4690K @3.5GHz
Ram - 8Gb Dual channel DDR3
Motherboard - MSI Z97-G55 SLI
GPU - 4095MB Nvidia Geforce GTX 970
Storage - 931 GB Toshiba DT01ACA100 ATA Device

By backing up, I meant that you should put a copy of you most important files on a different drive perhaps. By important I mean files, which you cant afford to lose since you can't download from anywhere, stuff like: photos, video, documents, projects, etc.
If you have your Windows Product Key, you should be able to create your own Windows installation media (DVD or USB) by following this tutorial and use the key you already have if you want to make a fresh install of Windows: https://support.microsoft.com/en-us/help/15088/windows-create-installation-media.
You should be able to find the drivers for the different components on the manufacturers' websites.

Those could be signs of a drive on its way to fail. You should backup your important data ASAP if you haven't done so already. Once you're ready with that, you could download the HDD manufacturer's diagnostic tool and test it for errors and/or bad sectors, to see if anything alarming pops-up. You could also use a 3rd party diagnostic tool if the manufacturer doesn't offer one, or if you want to double-check.

This could also be caused by a faulty connection, so I'd suggest that you try the drive with a different SATA port and different cables, to see if the issues still persists.

Thanks for the help, I was kind of hoping it wouldn't be my HDD getting old.
How do I backup my stuff? And whats important? Because I dont have my Windows CD or any of my driver disks as I built my pc about 3 years ago and have moved alot since. Would I be able to keep everything?
