Question hard drive died, can't get keyboard to work to install windows on new HDD

Sorry if I have posted in the wrong section.

So my hard drive died for my windows 10 desktop computer, but I have also gotten a new case (old ones power button cord had melted) along with a new psu.
I have installed the new drive along with the disk image on a USB drive to reinstall windows 10, a screen that pops up.

"devices changed, (CPU or memory) please enter setup
F1
F2 etc etc"

however I cannot do anything as my keyboards clicks are not registering with the computer. I have tried using a different keyboard as well.
If i am doing something wrong or missing a step please let me know, i will check to make sure usb's are not plugged into the wrong spots on the MB but not sure if that would cause an issue.
