If so, this error code relates to a hard drive that does not respond to the SATA controller. It's done. You need a new hard drive.

Your best bet to try to recover files would be to try connecting the drive as a secondary to another computer and copy the files. But if the drive is completely dead, nothing will show up.

Is this a laptop or a desktop?
Is the drive recognized by BIOS? You can check that out.

In case it is not, you can attach it to another system, as Martell1977 suggested. If the issue persists, then the HDD is dead.
Check Disk Management. If it appears over there, you can run some data recovery tool on it.

I think I did it right this time. I'm such a failure. 😀

I wanted to add that I've had experiences with Dell machines that don't detect drives in BIOS when in fact the drives are fine. This only seems to happen after one of these errors occur. Maybe the motherboard just logs the hard drive as being in error state?

Well, yeah, that could be the case.
I believe that the OP should provide some more details on the issue though. (is the computer under warranty, is the data stored on the drive important, etc.)

Does it boot to Windows? When moving a HDD like that, I'd say 99.99% of the time, it wont boot unless the machines are identical or have only minor differences.

If you want it working as it should, a reinstall of Windows is recommended. What version are/were you running?

Windows 10.
i downloaded the iso for the dell but when i booted it up it showed what i had on my other computer the acer and windows 7 i would like to know how could i erased that and boot up windows 10. I tried downloading the bios for dell but it didn't let me.

Boot to the Windows 10 setup, then when it asks where to install Windows, format the HDD, it will be the largest partition. The install should be smooth after that.
