Hard Drive Failed or Not?

I'm in dire need of help.
So I was copying files to my External Hard Drive and my power went out.
When to power came back on, I turn my PC on and now my External Hard Drive isn't working.
I check device manager, and it's there and says it's working properly.
But it wont show up in Disk Management or My Computer.
When I try to turn my PC on with the External Harddrive connected via USB, the PC wont boot, it's just stuct with a black screen.
It's making like quite air blowing noise in 3's like tss, tss, tss pause then repeat.
It's not making a clicking noise, so I'm sure it isn't dead...hopefully.
I have never drop the harddrive, always handled it with care
HELP!
 
so is it dead? I tried running that program, no luck. Or maybe I have no idea what i'm doing.
might be a long shot, but is there any way I can save all my data from this harddrive?

Unfortunately, after the HDD is not recognized by Disk Management, I doubt that any data recovery tool will recognize the HDD. In my view, you have three options:
- Your safest bet of recovering the data is to contact a professional data recovery company.
- You can try taking the drive out of the enclosure and connect it internally through SATA.(unless the drive is under warranty).
- In case the drive is under warranty, it may be a good idea to contact the manufacturer's Support.
