Hard Drive Format

I am trying to format an external hard drive that says it is read only or says nothing at all. It does not respond to traditional formatting programs. Is there any way to force it to format?

I'd say your drive is dead. Try taking it out of the enclosure and connect it directly to a computer, see if it shows up OK in the disk manager. If you can't enable it and format it there, throw it out.
