Hard drive Help

Hello I have a Seagate Expasion 1tb and it won't show up in disk management nor device manger. Its shows as a Local Disk. The light keeps flashing or it will stay on. And its always telling me to format it before I can use it. Can anyone help?

Not without more details. First and most important, are there files on it that you need, or can you wipe it clean and re-initialize it?
Second, please explain further. What version of Windows do you have? Where does it "show up as a Local Disk?," since if it's not in the device mangler I can't imagine it showing up anywhere else.
Has it ever worked before? Does it work on another machine?
