can i use a old 1 tb hard drive to a whole new PC with all different parts and be able to keep the windows 7 operator and use it on the other PC.

No, you can't use existing Windows 7 installation on a different PC.

You can certainly use the old hard drive in a new PC, but the existing Windows installation that's on it won't run on account of all the hardware being different.

So you install the drive in your new PC, then re-format the Windows partition that's on it, then install a fresh Windows 7 from the installation media.
