Hi, I have a external hard drive That can be detected in Linux (Igos Nusantara (Open source Linux developed by indonesia), However the hard drive can't be detected in windows. The hard drive format is ext3 /ext4
Can I make this hard drive readable in Windows?

Windows does not natively read Ext3/4.

So either an application like this:

Or reformat it to NTFS.
Save your data elsewhere first, reformat, copy the data back.
