Hard Drive might be corrupted?

So my dad gave me this hard drive (WDC WD10EAVS-00D7B1) he's had for a while, but unused, still in its original boxing/packaging. So I put it in my computer and attempt to format it (using diskpart command prompt) and I get an error (The request could not be performed because of an I/O device error. In event viewer I see a whole bunch of warnings of IO operation at logical block address # for Disk 0 was retried. Above those warnings there is an error from Virtual Disk Service that says VDS fails to write boot code on a disk during clean operation. Error code 8007045D@02070008.
Also I get a popup that says windows detected a hard disk problem. Back up your files immediately to prevent information loss and then contact the computer manufacturer to determine if you need to repair or replace the disk. I have 2 options, start the backup process or ask me again later.
Keep in mind this is a secondary drive not my primary (boot) drive. But this happens on initial format so I can't see the drive in my computer to run check disk. I just want to know if this disk is defective and I should throw it away (since warranty is expired) or if there is a way to fix it (software, since if its hardware it would be easier to just buy a new one).
 


My other internal (this wdc is my 3rd) works perfectly fine.
 
That's odd because Disk 0 (zero) is top of the list and I would have expected the resident system disk to have had that number.

That aside, can you see the WD in Control Panel>Administrative Tools>Computer Management>Disk Management. If it's really corrupt, it may stall Windows Explorer at the loading Logical Disk Manager stage. If that happens, try Control/Shift and Escape and in Task Manager>Processes, right click Explorer,.exe and click on End Process. Then in the File menu select New and type explorer.exe in then press Enter. That should restart it.

If it gets past that stage, you may be invited to initialise it then format.
 


Sorry for the late reply, I have been out of town all week. Anyways I see it in disk management and I get an option to initialize it with GPT or MBR. I choose GPT. Then when I proceed to create a volume and format it, that's when I get the error.
