Like the title says my 2 tb hard drive has around 600 gbs free after I did a clean install of windows 10.

I was planning on migrating my os to my new ssd after the clean clean install, but I couldn't with more than 1.5 tbs being taken up on my hard drive.

I checked my windows.old and it's only taking up about 3gbs

here's a picture of my disk management

Solution
I suggest doing something like THIS:

1) Install SSD and test, upgrade firmware if available
2) plan for clean install
(write down programs to reinstall, passwords etc)

3) shut down and unhook unnecessary drives
4) install Windows 10 (do not input a key if it's already been activated on the system.)

5) Drivers, etc.
6) attach HDD, Boot and make sure the SSD is still the boot drive (modify BIOS boot order otherwise)

7) Create a folder on the hard drive for STEAM (If you have Steam games) like E:\Steam2
8) MOVE the entire Steamapps to that folder

9) Install Steam, login, then create a new folder pointing to the one you created

You can MOVE Steam games easily. One method is to backup game, delete local content, then restore...

You can MOVE Steam games easily. One method is to backup game, delete local content, then restore but choose the folder for the other drive (like the SSD which mainly benefits games with frequent loads like Skyrim).

SAVE GAMES will need to be copied back into Documents, or Documents-> My Games (or elsewhere) as applicable from the HDD. I don't recommend simply moving the entire Documents folder back.

*If you can MOVE and/or DELETE enough data you can clone things but you weren't clear about what was going on, nor did you say how large the new SSD would be. I'm guessing it's a lot of games and/or videos.

Solution
I don't understand the original post. If you have an ssd & want a clean install do of straight to the ssd with the other drive disconnected.

A clean install is a full reformat IMO - which you obviously didn't do if you have a windows.old folder!

If you had 1.5tb of data on the drive before, a fresh windows install without a reformat isn't going to remove any of it
