Hard drive not booting

I just got a 2tb hard drive and I just installed windows 7 but the problem is when I turn on the computer it shows the dell logo and then it goes to a black screen with a blinking underscore. My computer recognizes the drive and everything. It says all the sectors are fine and that the partition has no errors. What is wrong and what can I do?

You can try setting your HDD to boot first in your bios if you haven't already.

Never mind I got it the problem was I was using to hard drives at the same time and when I plugged te second drive back in it said preparing for first time setup.
