Hard Drive not showing up after reinstalling OS

I have two hard drives in my computer, one SSD that has my OS and some of the things I use most often, and another 1 TB for storage. A little while ago I had to replace my SSD and OS due a power surge that bricked my SSD. After getting the new one installed, I cannot see my HDD in the windows explorer screen, but it does show up in the BIOS.
