Question Hard drive not working (set adress failed)

I have a Asus GL753VE ROG laptop, and recently bought Seagate 4TB Barracuda SATA 6Gb/s 256MB Cache 3.5-Inch Internal Hard Drive with Insignia 3.5" SATA To USB 3.0 Hard Drive Enclosure. The problem is whenever I plug in the hard drive it says its working for about 1 minute, (but wont show up in Disk Management to format it) then it disappears for about 30 seconds, then reapers saying; Unknown USB Device (Set Address Failed). I've had some of my friends try to help since I'm very tech dumb but nothing has worked so far so if anyone can suggest anything for me it would be very appreciated.
