Hard Drive Problems

Hello guys.
So my problem is this, I have a hard drive that is in two partitions, WD Blue 500GB (2008) -SATA II- i think this is it.
So i ran defraggler to benchmark all drives and drive c: which is the one with the OS has speeds of 1.33 mb/s and the drive D: has speeds of 53.47 mb/s.(EDIT:Read speeds. I don't know where i can see write speeds.)
What should i do and please tell me if this is normal or not.
Also i'll take a wild guess and say that i believe this is why my computer boots up really slow.

Yeah i know it's pretty old.. 9 years to be exact.. but still should like when i put my password on the computer to sign in take 30-40 seconds ? and more even the whole boot takes 2 minutes+.
 
1.33 MB/s is abnormally slow no matter how you look at it. And drive D: is the same physical disk, so there's no reason for there to be that much of a speed discrepancy. Most of the times you see this, it's either some runaway process thrashing the disk (Windows update, antivirus, superfetch, etc) or physical issues with the drive.

What's the drive activity look like in Resource Monitor once it finally loads?
